Support to Pandemic Prevention in the ECOWAS Region – Institutionalising the strengthening of human resources in pandemic prevention in ECOWAS

Objective:

The focus of the RPPP2 project is to improve the application of the One Health approach to strengthen pandemic prevention. The bidding alliance Health Focus/ HIGH/ evaplan contributes to strengthening human resource capacity to implement OH-oriented pandemic prevention and response in the region (Output 3).

Content:

This is achieved through:

- adaptation of existing training courses, including redesign of online elements, to improve their quality, relevance and sustainability; and

- long-term engagement and IT/administrative capacity building of two regional universities to deliver the training (Regional Institute of Public Health (IRSP) in Ouidah/Benin and University of Ghana (UoG) in Accra/Ghana).

Two course formats will be implemented:

- a Summer School for managers, aimed at strategic, senior-level staff of the member states; and

- an Outreach Programme to be conducted in the member states for operational level staff.

Both course formats will be coordinated and linked so that trained managers and technicians are jointly able to implement ECOWAS pandemic prevention and response at country, regional and district levels. In order to ensure continuous participation of professionals from all member states and to finance the courses in a sustainable way, a scholarship program will be established. The aim is for the scholarships to eventually be externally funded and support the annual delivery of training at both institutions.

Type of services provided:

  • Mobilisation and onboarding of team leader and expert pools
  • Desk review of existing materials (previous phase)
  • Capacity needs assessment of teaching infrastructure at IRSP and UoG
  • Design and support delivery of two course formats (Summer School and Outreach Program)
  • Technical backstopping of the project/ quality assurance of deliverables
  • Contribution to GIZ’s knowledge management
  • Project administration, monitoring and supervision in line with the GIZ instruments
  • Coordination with GIZ and relevant stakeholders
  • Project management: manage travels, trainings, costs, and expenditure, etc.
  • Documentation of training contents and methods in English and French
  • Reporting
