Promotion of Interventions for a Resilient Health System Project (ProPASSaR II)

Objectives: The objective of ProPASSaR II is that women in the project's target regions in Cameroon will be better able to exercise their right to sexual and reproductive health. To achieve this, the Ministry of Health plans to integrate SRHR and family planning services into the first phase of its UHC financing mechanism, which will also include the financing of services for the examination of children up to the age of five as well as for the care of patients with malaria, HIV, tuberculosis and dialysis by using Health Voucher (Chèque Santé) and “OpenImis” an open source software for managing Health Financing System.

Content:

ProPASSaR II implements activities in 3 outputs:

Output 1 aims to increase women's access to sexual and reproductive health services - SRHR

Output 2 aims to improve the quality of SRHR services in the project regions.

Output 3 aims to strengthen the steering and coordination capacities of the stakeholders involved in implementing the first phase of the Universal Health Coverage in the area of SRHR.

The consortium GOPA/Health Focus is responsible for implementing the following tasks:

Output 1:

  • Contract Civil Society Organisations (CSOs) to raise awareness about SRHR, FP and health vouchers (Chèque Santé) among women and men;
  • Organise awareness-raising campaigns on the health voucher and advocacy for the SRHR service;
  • Facilitate training workshops on the human rights, gender and SRHR approach;
  • Organise exchanges on socio-cultural norms and values;
  • Improve communication techniques on SRHR, health vouchers, citizen listening
  • Carry out supervision, data feedback and field visits.
  • Strengthen the quality management skills of health services and decentralised authorities (Decentralized Territorial Authority - CTD);
  • Ensure the enrolment of ‘health voucher’ accredited health units (FOSA) in the quality approach;
  • Draw up a plan to prevent gender-based violence in the workplace;
  • Support the analysis of data from medical checks on services (as part of the health voucher scheme);
  • Monitor and evaluate quality management training;
  • Support activities relating to women's leadership.
  • Strengthen Regional Funds for Health Promotion (FRPS) coordination and management control skills;
  • Participate in strengthening the management of medicines in the FRPS and in the FOSA;
  • Support the updating of training modules for Dialogue Structures;
  • Organise training workshops on gender and diversity;
  • Develop communication tools for the ASCP (Multipurpose Community Health Workers) and the SDs;
  • Training in health vouchers, openIMIS and accreditation of health facilities.

Output 2:
