Process evaluation of the Gender-Based Violence Prevention and Response Project (GBVRP)

  • Objectives : to conduct a multi-component process evaluation of the Gender-Based Violence Prevention and Response Project (GBVRP) implemented by the Fonds Social RDC in the region of East Congo (North Kivu, South Kivu, Maniema and Tanganyika) and funded by the World Bank.
  • Context:
  • The Democratic Republic of Congo (DRC) is ranked 176th out of 188 countries in the 2016 Gender Inequality Index. Overall, 52% of women aged 15-49 reported having experienced physical violence at least once since the age of 15, while 27% had experienced sexual violence. In this context, the Government of DRC and the WB have agreed to implement the Gender-Based Violence Prevention and Response Project (GBVRP). The objectives of the project are to improve participation in GBV prevention programmes, the use of multi-sectoral response services by GBV survivors and, in the event of an eligible crisis or emergency, to provide immediate support and an effective response to the crisis or emergency.
  • As an independent and additional quality assurance mechanism, it was decide to undertake this process evaluation. This evaluation is globally focused on the support of component 1 of the project, i.e. activities oriented towards the prevention of GBV and support to survivors integrated at the community level.
  • Content:
  • The process evaluation focus on the following project-specific topics : 1) Capacity building and support models, 2) Interaction with the community, 3) Quality of service delivery, 4) Livelihood activities, 5) Change in attitudes and behaviours towards GBV, and 6) sustainability of interventions.
  • Thematic areas 1, 2, 3, 4 and 6 are addressed by qualitative assessment methods (FG, semi-structured itw, KII) during 3 field visits in each health zone.
  • Thematic area 5 - Attitudinal and behavioural change - will be addressed by a CAP study which was entrusted to the NGO MARAKUJA. Based on the impact indicators of the GBVRP project, the specific objectives of this KAP study are :
  • - Assess changes in attitudes and acceptance of GBV in the target health areas between the baseline and final assessments.
  • o Percentage of service providers expressing attitudes of acceptance of GBV
  • o Percentage of community activists expressing attitudes of acceptance of GBV
  • o Percentage of participants in prevention activities who express attitudes of acceptance of GBV
  • o Percentage of community members expressing attitudes of acceptance of GBV.

- Assess the percentage change in women's participation in household decision-making between the baseline and final assessments.

- Assess the percentage change in the demand for help among men and women aware of domestic violence at the community level between the baseline and final assessments.
