Framework Contract: Final Evaluations and Ex-post-evaluations of GIZ Programmes and Projects

Framework contract with GIZ to carry out evaluations of BMZ/German government funded projects and programs as an external and independent evaluator in order to assess the success of the development measure on the basis of the five international DAC evaluation criteria: relevance, effectiveness, impact, efficiency and sustainability. The assessment should state the extent to which the development measure contributes to poverty reduction and achieving the MDGs, promoting gender equality, and promoting sustainable development.

The consortium Health Focus/ Sustainum was contracted to carry out:

a) in the sector vocational training and education:

Ex-post evaluation of the program “Support to the Takoradi Technical Institute” in Ghana that aimed at strengthening the management capacities of the technical education institute in order to adapt its education and training programs to the demands of the private sector

Ex-post evaluation of the program “Support to the vocational training and education sector” in Burkina Faso that aimed at enhancing the framework conditions for establishing a dual system for vocational education and training and for provision of relevant training and education through the offered range of and facilities for education and training programs

b) in the sector conflict prevention and peace-building:

Mid-term evaluation of the Education for Social Cohesion project in Sri Lanka that assisted the Ministry of Education, the National Institute of Education and the basic education department of the Northern and Eastern Provinces in their efforts to expand and improve the quality of their educational programs and facilitated the development of a community-based network for psycho-social support and care for people suffering from serious mental illnesses, by involving the educational system, social services providers and the health system.

c) in the sector health, family planning and HIV&AIDS:

End-of-project evaluation of the Consolidation Program Health/Policy Analysis and Formulation in the Health Sector in Indonesia that aimed at strengthening the Ministry of Health’s Centre for Health Policy Analysis and Development (Puskabangkes) in its analytical and coordinating role with regard to the consistent adoption of decentralization;

Ex-post evaluation of the Promotion of Drug Control Program in Laos that provided support to the drug control authorities and committees at national, provincial and district level as well as drug control projects for implementing strategic and practical development-oriented drug control measures through participatory and self-help-oriented approaches (program duration: 01/1999-09/2008);

Ex-post evaluation of the Prosthetics and Orthotics (P&O) education program in Morocco that supported the MoH in close collaboration with the NGO Le Grand Atlas (AGA) in the establishment of a training program for orthopaedic technicians ("Orthoprothésiste“) according to criteria II ISPO (International Society for Prothetics and Orthotics / WHO) through training of specialist teachers, introduction of a training program for orthopaedic technicians, establishment of a central training institution; creation of practical training structures and strengthening the management skills (program duration: 07/1999-05/2005)

Ex-post evaluation of the program “Rehabilitation of the regional hospital Diourbel” in Senegal that provided support in infrastructure, quality and availability of health services, hospital management, financing concept/ financial access and cooperation in the health region (program duration: 07/1999-04/2006).

  • Selection, mobilisation and provision of Team Leader and local consultant for each evaluation;
  • Drawing up the inception report;
  • Preparation and organisation of the field mission;
  • Facilitating meetings and conducting interviews with the German embassy, GTZ country office and key stakeholders;
  • Evaluation of the development programmes on the basis of the five international OECD-DAC evaluation criteria (relevance/appropriateness, effectiveness/achievement of objectives, impact, efficiency/coordination and sustainability);
  • Presentation of evaluation’s findings to partners and GIZ employees in the partner countries as well as during an evaluation meeting at the GTZ HQ;
  • Providing quality assurance for the reports, organisation and implementation of the evaluation as well as technical backstopping for the evaluation experts;
  • Elaboration of Final Report.
