Technical assistance in the facilitation process for the clarification of roles, responsibilities and tasks of different MoH units and MoH partners in the management of health projects in the DR Congo

Objective:

Assist the facilitation of the clarification of roles, responsibilities and tasks of different MoH units and MoH partners in the management of health projects in the DRC thereby allowing a better efficiency, an improved alignment and a better anchorage of technical assistance.

Content:

The project combines desk work and two successive field missions. During the first mission, results from the previous desk review are presented to the MoH and is partners. Additionally, the mission is used to initiate an iterative consensus-building process. The mission is followed by the preparation of a proposal in regard to a concrete distribution of roles, responsibilities and tasks for the management of future projects. The second mission is used for a consensus workshop and for the proposition of a decree draft. A continued dialogue and exchange with officials and partner organisations of the sector is sought during the whole process in order to include all relevant stakeholders in the presentation and discussion of results. This also helps to ensure a wide acceptance of the proposed recommendations.
