Improvement of Health Care in Tanzania
Objectives: The project will help further improve health care quality in two regions, Mbeya and Tanga, with a particular focus on maternal and newborn health. The overall objective is to build capacities in emergency obstetric and new-born care (EmONC) and family planning (FP) including the provision of equipment (carried out by GIZ) and training in Planned Preventive Maintenance (PPM).
Context: The project falls under the technical cooperation (TC) module of the Tanzanian German Programme to Support Health (TGPSH) being carried out by GIZ. The aim of the TC module is to improve the quality and quantity of health services, including access through health insurance. The module is comprised of five outputs, two of which (outputs 2 and 3) are the main responsibility of this project.
- Output 2: The performance of selected partner health facilities in neonatal care (including availability of equipment), has improved.
- Output 3: The services for reproductive health, including obstetric care and postpartum family planning services, in the supported 16 partner health facilities are improved.
Content: The specific tasks are grouped into four work packages:
Work Package 1: New-born Care
- Build and enhance the capacity of staff in the target facilities to provide adequate new-born care
- Establish continuous learning processes
Work Package 2: Emergency Obstetric and Neonatal Care (EmONC)
- Strengthen mentorship and supportive supervision
- Build and enhance basic and comprehensive emergency obstetric and neonatal care using a patient-centred care approach
- Train on asphyxia prevention and management
- Establish continuous learning processes
Work Package 3: Family Planning
- Integrate FP counselling into ANC, PNC and expanded programme on immunization
- Develop and implement behaviour change interventions for FP providers
- Develop and provide (youth-friendly) IEC materials
Work Package 4: Managerial capacities and data recording, quality and use
- Build and/or enhance the managerial capacity of staff in the target facilities in the following areas using different approaches (on-the-job-training, coaching and mentoring):
- Improve data quality and use for enhancing quality of services for new-born care, EmONC and FP
- Build and/or enhance the capacity of facility staff in accurate/correct use primary/user maintenance and planned preventive maintenance (PPM) of medical equipment.

Type of services provided
- Management of assignment implementation;
- Project administration, monitoring and supervision in line with the GIZ instruments;
- Coordination with GIZ;
- Technical backstopping of the project/ quality assurance of deliverables;
- Contribution to GIZ’s Knowledge management (collating project experience and best practice examples);
- Regular coordination with and reporting to the client.
- Establish mentorships and conduct (re)training regarding new-born care, EmONC and FP
- Develop & adapt training material as required
- Conduct training on new born care, BEmONC, asphyxia prevention, safe use of blood, and use of equipment
- Conduct monthly mentoring visits
- Establish peer learning processes within and between facilities
- Ensure that MPDSR is conducted for every perinatal and maternal death
- Facilitate clinical attachments to teach caesarean section,
- Implement skills drills scenarios for HWs
- Support R/CHMTs to improve quality of supportive supervision visits
- Undertake a situation assessment/desk review and develop a concept on a) integration of FP with focus on PPFP and b) behaviour change interventions for FP service providers
